What "Biodegradable" Actually Means on a Laundry Label
Biodegradable means microorganisms break a material down into carbon dioxide, water, mineral salts and new biomass. The lab benchmark for "readily biodegradable" under OECD Test 301 is 70% removal of dissolved organic carbon, or 60% of theoretical oxygen demand or carbon dioxide production, reached within 28 days and inside a 10-day window. The FTC Green Guides say an unqualified biodegradable claim on an item entering the solid waste stream is deceptive unless the whole item decomposes within one year. Dissolving is not degrading. Love Brands describes Love Paks as a plant-based formula in pre-measured paks.
Three words get printed on laundry packaging as though they were interchangeable: biodegradable, water-soluble, compostable. They are three separate claims with three separate burdens of proof, and a product can honestly satisfy one while failing the other two. This page sets out what each word is measured against, who has to prove what, and which questions to ask a label that only gives you the adjective.
Biodegradable, defined
Biodegradation is a biological process, not a physical one. Microorganisms use the material as food and convert its carbon into carbon dioxide, water, mineral salts and new microbial cells. Heat, sunlight, agitation and dilution do not count. Neither does disappearing from view.
Two questions decide whether the word means anything on a given label: in which environment, and how completely. A substance that breaks down in a warm, oxygenated, microbe-rich wastewater treatment plant may not break down inside a compacted landfill. And "changed" is not the same as "consumed."
The OECD's working vocabulary draws that second line precisely:
- Primary biodegradation — biological action alters the chemical structure enough that the substance loses a defining property. It has changed. It has not necessarily gone.
- Ultimate biodegradation — microorganisms use up the compound completely, producing carbon dioxide, water, mineral salts and new biomass.
- Readily biodegradable — a classification for substances that pass a specific set of screening tests strict enough that rapid, complete breakdown in aerobic aquatic conditions can be assumed.
- Inherently biodegradable — there is unequivocal evidence of some biodegradation in some test. A much weaker statement than "readily."
- Mineralization — the proportion of the material's carbon actually converted to carbon dioxide. This is the figure a laboratory reports.
- Water-soluble — the material disperses into water. A physical measurement, made with no microorganisms present.
- Compostable — the material becomes part of usable compost, safely and in step with everything composted alongside it.
- Microplastic — a solid synthetic polymer particle smaller than five millimeters.
A label that prints "biodegradable" and stops has told you none of this.
The lab standard: OECD 301 and "readily biodegradable"
OECD Test Guideline 301 is the screening suite most detergent ingredients are measured against. It contains six methods, and the pass levels are fixed: 70% removal of dissolved organic carbon, or 60% of theoretical oxygen demand or theoretical carbon dioxide production for the respirometric methods. The respirometric bar is lower because some of the test substance's carbon ends up locked inside new bacterial cells instead of being exhaled as carbon dioxide.
The timing rule is what makes the test demanding. The pass level has to be reached inside a 10-day window that opens once degradation hits 10% and must close before day 28. A substance that limps to 60% on day 40 is not readily biodegradable.
Two honest caveats travel with that result. Passing tells you a substance will not persist in aerobic surface water; it does not describe a landfill, a sediment or an anaerobic environment. And failing does not prove persistence — it only means the substance did not clear a deliberately harsh screen.
Is laundry detergent biodegradable?
For the surfactants — the molecules that actually lift soil off fabric — the answer is usually yes, and in one market it is compulsory. The EU Detergents Regulation (Regulation (EC) No 648/2004) bars a detergent from the market unless its surfactants reach at least 60% ultimate aerobic biodegradation within 28 days by one of the methods listed in Annex III. There is no equivalent United States federal requirement: no federal rule sets a minimum biodegradability threshold a detergent must clear before sale. What US law constrains is what a brand may say, not what the product must do.
"Detergent," though, is not one substance. A laundry detergent pak, generically, can contain surfactants, builders, enzymes, solvents, optical brighteners, preservatives, sometimes dye and fragrance, and a film holding it together. Each has its own degradation profile. A biodegradability result on the surfactant package says nothing about the film, and a claim written across the whole product is doing work the data does not support. The legal standard: what the FTC Green Guides require of the word
In the United States the governing document is the Federal Trade Commission's Guides for the Use of Environmental Marketing Claims, 16 CFR Part 260, known as the Green Guides. They are guidance rather than a standalone rule: they set out how the FTC reads Section 5 of the FTC Act when a marketer makes an environmental claim. They were last revised in 2012 and remain in effect; a review has been open since 2022.
Section 260.8 covers degradable and biodegradable claims. Three points matter to a shopper.
- Unqualified means the entire item. A marketer making an unqualified degradable claim should hold "competent and reliable scientific evidence" that the whole item completely breaks down and returns to nature within a reasonably short period after customary disposal.
- One year is the outer limit. For items entering the solid waste stream, an unqualified claim is deceptive if the item does not completely decompose within one year after customary disposal. The Guides add that items customarily sent to landfills, incinerators and recycling facilities cannot meet this, because those places do not create the conditions for complete decomposition in a year.
- Qualification has to be specific. If the claim needs limiting, the limits have to be clear and prominent, and they must address both the environment where the item is actually disposed of and the rate and extent of degradation.
There is a nuance here that matters enormously for detergent and that most laundry pages skip. The Guides' own worked example concerns a shampoo advertised as biodegradable, where the advertisement makes clear the claim covers the shampoo and not the bottle. That claim is not deceptive if the marketer has evidence the shampoo breaks down in the sewage system, because a sewage system is where shampoo is customarily disposed of.
Detergent works the same way. The liquid or powder inside a detergent pak goes down a drain and into wastewater treatment — an environment where biodegradation genuinely happens. The outer pouch goes into a trash can and on to a landfill, where it does not. So the same word can be defensible on one component of a laundry product and deceptive on another, and a responsible label says which component it is talking about.
State law adds a hard edge. California Public Resources Code section 42357 prohibits selling a plastic product in the state labeled "biodegradable," "degradable" or "decomposable." On a plastic pouch, that is not a gray area of advertising judgment — it is a sales restriction. Section 260.4 of the Green Guides is the companion rule for broad language: unqualified general environmental benefit claims such as "eco-friendly" convey far more than a marketer can substantiate, and the FTC advises against making them at all. How long does biodegradable detergent take to break down?
It depends entirely on which standard the claim is anchored to. These are the benchmarks in circulation.

A brand that says "biodegradable" without naming one of these rows has not answered the question.
Water-soluble is not biodegradable
Dissolving is physics. A water-soluble film stops being a visible film because its molecules disperse among water molecules. Every one of those molecules still exists, still has the same structure, and is now traveling down the drain in solution rather than sitting in the drum. Whether anything downstream eats them is a completely separate question with a completely separate test.
The clearest proof that regulators treat these as different properties is the EU microplastics restriction, Commission Regulation (EU) 2023/2055. A polymer escapes the restriction on either of two independent grounds: it is degradable, proved under Appendix 15, or it has a solubility greater than 2 g/L, proved under Appendix 16. Two exemptions, two appendices, two sets of laboratory methods. If solubility implied degradability, the second route would be redundant.
This is why "dissolves completely" is a statement about your washing machine and not about the water leaving it. It is a real convenience benefit — a detergent pak that fails to dissolve leaves residue on clothes — but it is a dosing and performance property, not an environmental one. Compostable is a third, stricter claim
Compostable is the narrowest of the three words and the one with the most conditions attached. Under section 260.7 of the Green Guides, a marketer needs competent and reliable scientific evidence that all the materials in the item become usable compost, safely, and in roughly the same time as the material composted around it. Two further qualifications are required: if the item cannot be composted safely in a home pile, that has to be disclosed clearly, and if industrial composting facilities are not available to a substantial majority of consumers where the item is sold, that has to be disclosed too.
The technical specifications behind the word are ASTM D6400 in the United States, which covers plastics designed to be composted in municipal or industrial aerobic facilities, and EN 13432 in Europe, which requires roughly 90% biodegradation within six months plus disintegration within about twelve weeks, with residues over 2 mm held under 10% of the starting mass, and a check that the resulting compost does not harm plant growth.
California again goes further: a product labeled compostable there needs certification from an approved third party, and from January 1, 2026 it must also be an allowable agricultural organic input under the USDA National Organic Program.
For laundry detergent, compostability is mostly the wrong frame. Almost all of a detergent pak's mass leaves your home dissolved in wash water, not in a compost caddy. The word is relevant to outer packaging, and only if the packaging is actually certified.

What a microplastic is, and where a wash cycle creates one
NOAA defines microplastics as plastic pieces smaller than five millimeters. The EU definition used in Regulation (EU) 2023/2055 is tighter and worth knowing because it captures fibers: a solid, carbon-based synthetic polymer particle whose dimensions are all 5 mm or less, or a fiber-like particle 15 mm or shorter with a length-to-diameter ratio above 3.
That fiber clause is the important one for laundry, because the microplastic source that has actually been measured in domestic washing is not the detergent. It is the clothes.
Researchers at the University of Plymouth estimated what an ordinary 6 kg domestic wash releases, weighing the fiber captured at the machine's waste outlet and converting that mass into a fiber count. A polyester-cotton blend load shed about 137,951 fibers, polyester about 496,030, and acrylic about 728,789. The study, by Imogen Napper and Richard Thompson, was published in Marine Pollution Bulletin in 2016.
It also varied detergent and conditioner, and that result is more qualified than it is usually reported. More fibers tended to be released when bio-detergent and conditioner were added, but the authors record detergent as showing the least clear pattern of the factors they tested: in some combinations no detergent, or bio-detergent, gave lower fiber counts, while the polyester-cotton blend shed fewest with no detergent and most with non-bio detergent. Nothing in it supports the idea that a detergent choice cancels fiber shedding.
The second potential source is any synthetic polymer in the product itself that leaves the machine in the water and does not degrade downstream. Note the phrasing: the risk is not that a film is a solid piece of plastic in the drum, since it dissolved. The risk is that dissolved polymer reaches a treatment plant, resists breakdown, and settles into sludge or effluent. That is the question a degradation test answers and a solubility test does not.

How to read a biodegradability claim on a detergent label
Six questions turn an adjective back into information.
- Which component does the claim cover? The detergent, the film, the pouch, or all three? Section 260.8 is satisfied at the level of the item, so a claim that floats free of any component is the weakest kind.
- Which environment? A drain and a landfill are different worlds. A claim that does not name one is not answerable.
- Which test, and what result? "OECD 301F, 68% in 28 days" is a claim you can check. "Biodegradable" is not.
- Primary or ultimate? Ask whether the material was consumed or merely altered.
- Is the claim qualified, and is the qualification prominent? Fine print on the back that contradicts a large word on the front is the pattern the Green Guides exist to catch.
- Is the badge a real certification? Some marks represent an audited program with published criteria. Others are house-designed graphics that look like certifications. Check the certifier's own registry, not the packaging.
