PVA Film in Laundry Pods: What It Is and Why It Is Contested

PVA (polyvinyl alcohol, sometimes written PVOH) is the water-soluble synthetic polymer that forms the film around most laundry and dishwasher pods sold in the US. It dissolves in the wash, but dissolving is not the same as biodegrading, and researchers, the American Cleaning Institute and petitioners to the EPA disagree about how much of it breaks down in real wastewater plants. What follows is what is established, what is contested, and who paid for which study.

What PVA film is and why pods use it

PVA is not a plant polymer. It is made industrially by hydrolyzing polyvinyl acetate, which converts acetate groups along the chain into alcohol groups. The EPA describes the process in exactly those terms in its 2023 response to the PVA petition. How far that hydrolysis is taken (the "degree of hydrolysis") and how long the chains are (molecular weight) decide whether the finished polymer dissolves in cold water or not.

That is why pod film is a specific grade rather than PVA in general. EPA states that optimum cold-water solubility sits at roughly 87 to 89 mole percent hydrolysis with molecular weights between 25,000 and 100,000 daltons, and that fully hydrolyzed, high-molecular-weight PVA is highly crystalline and does not dissolve in cold water at all. Two things both correctly labeled "PVA" can behave completely differently in water.

Pods use the film because it solves several problems at once: it doses the detergent for you, holds a concentrated liquid without a bottle, leaves no wrapper to throw away, and releases on contact with water.

So are laundry pods plastic?

The film is a synthetic polymer, so in ordinary speech, yes. Whether it is a microplastic has a narrower and more specific answer. The European Chemicals Agency defines microplastics as insoluble and non-biodegradable solid particles of 5 mm or less. Under Commission Regulation (EU) 2023/2055, polymers with water solubility above 2 g/L fall outside the definition of a synthetic polymer microparticle altogether, so a soluble detergent film is not restricted as a microplastic in the EU. Suppliers claiming that exclusion have to be able to evidence the solubility or degradability to competent authorities on request.

One caveat: "not a microplastic under EU law" is a classification, not a clean bill of health. "Plastic" in a marketing headline and "synthetic polymer microparticle" in a regulation are simply not the same category, which is why this argument gets so noisy.

Dissolving versus biodegrading: the distinction the whole argument turns on

A lot of writing on this topic, including an earlier version of this page, says that when PVA dissolves it "breaks into smaller polymer chains." That is not what dissolving does. Dissolving disperses whole, intact polymer chains into the water. The chains are still there, still the same length, just invisible. Breaking those chains down into carbon dioxide, water and microbial biomass is a separate biological process performed by microorganisms, and it either happens or it does not.

What "biodegradable" has to mean legally

In the US, the FTC Green Guides set the bar. 16 CFR 260.8 says a marketer making an unqualified degradable claim "should have competent and reliable scientific evidence that the entire item will completely break down and return to nature ... within a reasonably short period of time after customary disposal," and that for items entering the solid waste stream, an unqualified claim is deceptive if they do not fully decompose within one year.

The relevant example in the Guides is not the trash-bag one people usually quote. It is Example 3: a shampoo advertised as biodegradable, where the marketer holds evidence that the shampoo breaks down in the sewage-system environment where it is customarily disposed. That is the right analogy for laundry detergent. The disposal route is the drain, so the evidence has to be about the drain.

What the OECD tests actually measure

"Readily biodegradable" is a defined result, not a general impression. Under OECD Test Guideline 301, the pass levels are 70% removal of dissolved organic carbon, or 60% of theoretical oxygen demand or theoretical CO2, and the pass has to be reached inside a 10-day window within the 28-day test. The guideline also says the inoculum may be pre-conditioned to the test conditions but must not be pre-adapted to the substance being tested. Anything that only reaches the threshold after day 28 is not readily biodegradable.

The 2021 study that started the argument

The paper is Rolsky and Kelkar, "Degradation of Polyvinyl Alcohol in US Wastewater Treatment Plants and Subsequent Nationwide Emission Estimate," International Journal of Environmental Research and Public Health 18:6027, published June 3, 2021. The authors were at the Biodesign Center for Environmental Health Engineering at Arizona State University and at Plastic Oceans International.

What it found, in its own numbers: roughly 10,500 ± 3,000 metric tons of PVA from laundry and dishwasher pods reach US wastewater treatment plants each year, and about 77% of it leaves intact — 61.2% in biosolids and 15.7% in the treated effluent. That works out to roughly 8,100 ± 2,400 metric tons a year entering the environment.

Two things about this study get left out of almost every article that cites it.

First, it is a model, not a measurement. The method was a 527-person consumer survey on pod purchasing, USGS water-use data, and a PRISMA literature review feeding a mass-balance model of an assumed conventional treatment plant. Nobody sampled effluent for PVA. The authors are candid about the gaps, writing that current evidence "is not sufficient to establish a definitive path PVA may take in a primary treatment system" and that the behavior of residual PVA in biosolids is not well understood.

Second, the funding. The paper's own funding statement reads: "This research was funded in part by Blueland." Blueland sells cleaning products marketed on not using water-soluble film. The authors state that Blueland had no role in the study design, analysis, writing or decision to publish. Worth adding: Plastic Oceans International, one author's affiliation, later joined Blueland as a co-petitioner in the EPA petition built on this paper. None of that makes the study wrong. It does mean the study should be read with its funding and its advocacy context on the label — exactly as the industry studies in the next section should be.

The industry rebuttal: the American Cleaning Institute and the expert-panel review

The American Cleaning Institute, the trade association for the US cleaning-products industry, argues that detergent-grade PVA is readily biodegradable and that the 2021 paper misrepresents the science.

The most substantive part of that rebuttal is an independent review published by SciPinion on April 21, 2023. SciPinion recruited eight PhD-level experts in plastic biodegradation and wastewater treatment, from the US, Europe, Africa and Southeast Asia, and kept them blinded to each other and to the sponsor of the review. The panel rated the Rolsky and Kelkar paper 3.9 out of 10. Six of eight said real-world degradation would be higher or much higher than the model predicted. Seven of eight concluded PVA should receive a "pass" grade as biodegradable under both US EPA and EU guidance.

Worth noting for symmetry: the SciPinion release states that the experts were blinded to the sponsor, but it does not name who commissioned and paid for the review.

The laboratory evidence, and who produced it

The 2024 study matters most, because it answers the specific objection. The complaint against the OECD 301 screening tests was that they do not mimic a real treatment plant. OECD 303A is a plant simulation, and it reported about 97% removal by biodegradation.

It is also, like the others, industry work. Nearly all the laboratory evidence that detergent PVA biodegrades was produced by companies that sell PVA-film products, just as the study saying it does not was part-funded by a company that sells PVA-free products. That is not a reason to discard any of it — the papers are peer-reviewed and declare no competing financial interest. It is a reason to notice how little fully independent measurement exists on either side.

Where regulators actually are: the EPA petition, the NYC bill, Prop 65 and the EU

EPA denied the petition, and went further than it had to

On January 26, 2023 the EPA received a petition from Blueland, the Plastic Pollution Coalition and fifteen partner organizations, asking the agency to require health and environmental testing of PVA under the Toxic Substances Control Act and to downgrade PVA on the Safer Chemical Ingredients List from a green circle to a gray square. On April 27, 2023 EPA denied both requests.

The narrow reason was procedural: the petition did not establish that existing information was insufficient, and the request for third-party oversight of testing was outside EPA's authority under TSCA section 4.

But EPA also engaged the science directly. It said Rolsky and Kelkar's assumed degradation efficiencies were borrowed from studies of textile wastewater and starch–PVA food-packaging blends, which behave very differently from soluble detergent film. It said the assumption that PVA-degrading organisms are absent from conventional plants "is not a valid assumption," because standard ready-biodegradation tests using unacclimated inoculum degrade PVA, which shows competent organisms are present in the plants those inocula come from. It concluded that the weight of evidence on environmental toxicity and fate shows PVA meets the Safer Choice criteria for its chemical class — criteria that exclude any chemical that is persistent, meaning one with a half-life over 60 days.

One line in that document deserves quoting whenever anyone waves the green circle at you. EPA writes that the Safer Choice program "does not describe any chemicals, ingredients, or products as 'safe.'" A green circle is a comparative judgment against a functional-class standard, not a safety certificate.

The NYC "Pods Are Plastic" bill did not become law

This is where a lot of currently-published advice is out of date. Council Member James Gennaro introduced Int 0035-2024 on February 8, 2024, a prohibition on selling laundry and dishwasher pods and sheets containing polyvinyl alcohol in New York City, with civil penalties of $400 to $1,200. It was referred to the Committee on Environmental Protection, Resiliency and Waterfronts. It was never voted out of committee, and the Council's own record shows it "Filed (End of Session)" on December 31, 2025.

Articles written in 2024 that say the ban "takes effect January 1, 2026" describe a law that does not exist. As of this writing there is no US state or city ban on PVA in detergent pods.

Prop 65 lists the monomer, not the polymer

Polyvinyl alcohol is not on California's Proposition 65 list. Vinyl acetate (CAS 108-05-4), the monomer PVA is manufactured from, was added to the Prop 65 list as a carcinogen effective January 3, 2025 by the state's Carcinogen Identification Committee, with warning obligations for significant exposures starting January 3, 2026.

Those are different chemicals. A listing that concerns residual unreacted monomer is not a finding that the polymer causes cancer, and a Prop 65 warning on a shelf in California should not be read as one. Keeping that distinction straight is the difference between being informed and being frightened.

What is actually settled and what is still open

Settled

  • PVA is a synthetic polymer, made by hydrolyzing polyvinyl acetate. It is not plant-derived, whatever the detergent inside the film is made from.
  • Dissolving and biodegrading are different events. "Dissolves completely" is not an environmental claim.
  • Detergent-grade PVA passes OECD ready-biodegradability screening tests in more than one laboratory, using unacclimated activated sludge.
  • Under EU law, a polymer soluble above 2 g/L is outside the microplastic restriction.
  • The New York City ban was filed at the end of session and never became law.

Still open

  • Independence of the evidence. The strongest degradation data comes from detergent manufacturers; the strongest persistence estimate was part-funded by a competitor. There is no large, publicly funded national measurement program on either side.
  • The biosolids question. Rolsky and Kelkar's largest single figure was PVA partitioning into sludge that gets applied to farmland. That specific pathway has not been closed out with field measurement at national scale, and the authors themselves flagged it as poorly understood.
  • Sublethal ecotoxicity. Mondellini et al. 2022, from the University of Bayreuth with Horizon 2020 and German Research Foundation funding — genuinely independent of the detergent industry — exposed the freshwater cladoceran Daphnia magna to five water-soluble synthetic polymers including PVA and found life-history changes and altered reactive oxygen species without acute mortality. Effects appeared at concentrations well above modeled environmental levels, and "no acute lethality" is a narrower finding than "no effect."
  • Monitoring. There is no routine environmental monitoring for PVA the way there is for regulated microplastics, so the real-world concentration question is answered by models rather than by measurement.
  • Disclosure. Most brands do not state what their film is made of at all, which makes the whole argument academic for a shopper standing in an aisle.

Five questions to ask any brand about its pak film

  1. What polymer is the film, by name? A good answer names the polymer and ideally the CAS number. "Water-soluble film" is a description of behavior, not an ingredient. If a brand will not name it, PVA is the category default.
  2. Biodegradable to what standard? Ask for the test guideline number, the pass level and the measured result. The published detergent-film studies name all three — OECD 301B, a 60% ThCO2 pass level, a result above it within 28 days. "Biodegradable" on its own names none of them.
  3. Was the test on the film or on the detergent inside? These are two separate claims and they are constantly blurred. A plant-derived formula inside a synthetic wrapper is a common and perfectly legitimate product — it is just not one film claim.
  4. Is there a wastewater simulation, or only a screening test? OECD 301 is a conservative screen. OECD 303A simulates an activated-sludge plant. The second answers the question people are actually asking.
  5. Who funded and who ran the study? Not disqualifying — most environmental-fate work on cleaning ingredients is industry work by necessity. You are still entitled to know.

One shortcut: if a brand's sustainability page discusses the carton, the shipping and the concentrate but never names the film material, the silence is usually the answer. The same reasoning applies to the difference between biodegradable and microplastic claims on laundry paks.

How Love Brands describes the Love Paks film

Here is the part where most brand-published articles about PVA claim a competitive advantage. This one does not, and the reason is worth stating plainly.

Love Brands does not currently publish a film supplier specification or a film-specific degradation test for Love Paks. Until those documents are on file, this page will not tell you that the Love Paks film is or is not PVA, and it will not claim that the film degrades better than any other film. An earlier version of this article said Love Paks use "a plant-based, biodegradable film rather than the conventional plastic PVA film found in most laundry paks." That sentence has been removed, because the supporting document does not exist yet. Holding ourselves to the five questions above means answering them, or saying we cannot.
