Laundry Detergent Packaging: Jugs, Pouches and What Actually Gets Recycled

Most laundry detergent refill pouches are not accepted in curbside recycling. A pouch is flexible plastic film, and flexible film tangles in the sorting machinery at the material recovery facility that processes your curbside bin. Where film is collected in the United States, it is usually collected in store drop-off bins near the entrance of participating retailers rather than at the curb. Rigid HDPE jugs are accepted by most US curbside programs that exist — but being collected and being recycled are two different outcomes.

This page walks through what happens to a detergent jug after it leaves your house, what a refill pouch changes and what it gives up, why flexible film needs its own collection channel, and how to read a recycling label instead of guessing at a triangle. Why liquid detergent is a packaging problem before it is a chemistry problem

A liquid laundry detergent is a solution. The cleaning ingredients are dissolved in a carrier, and that carrier gets shipped on a truck, stocked on a shelf, carried to your car, and eventually thrown away along with everything else in the bottle. The container also has to stay rigid enough to hold a liquid upright without collapsing.

That is why packaging is the part of a detergent purchase you actually throw away — the liquid goes down the drain, the container goes in the bin. Containers and packaging are a large share of what Americans discard: EPA's most recent national figures, published in its Facts and Figures about Materials, Waste and Recycling series, cover 2018:

Read those two recycling rates next to each other. Packaging as a whole recycled at 53.9 percent in 2018, largely on the strength of paper, cardboard and metal. Plastic packaging recycled at 13.6 percent — roughly a quarter of that rate. A detergent bottle sits in the second group.

What actually happens to an HDPE jug after the curbside bin

A standard liquid detergent jug is high-density polyethylene, resin identification code 2. If your area has curbside recycling, your hauler probably accepts it. From there it goes to a material recovery facility, where conveyors, screens, optical sorters and hand-sorting separate a mixed stream into paper, metals and individual plastic types.

Here is the detail most articles skip. EPA breaks plastic containers and packaging into five subcategories in its plastics material-specific data: bags, sacks and wraps; other packaging; PET bottles and jars; HDPE natural bottles; and other containers. "HDPE natural" means uncolored — milk jugs and water bottles. That is the line EPA publishes a rate for: 29.3 percent in 2018. PET bottles and jars came in at 29.1 percent.

Laundry detergent jugs are typically pigmented rather than uncolored — check the jug in your own laundry room. EPA does not publish a separate recycling rate for pigmented HDPE bottles, which fall into the unbroken-out categories. So there is no official national recycling rate for laundry detergent jugs specifically.

That matters when you meet the statistics that circulate in this category. You will see confident claims like "700 million detergent jugs are thrown away each year" or "70 percent of jugs are never recycled." EPA does not publish a jug count, and it does not publish a detergent-jug rate. If a number is not traceable to a named dataset, treat it as marketing rather than data — including when a detergent brand is the one saying it.

What can be said with the published data: uncolored HDPE bottles still had roughly seven out of every ten tons going somewhere other than recycling in 2018 — EPA reports 220,000 tons recycled, or 29.3 percent of natural-HDPE bottles generated. Uncolored HDPE is the grade EPA breaks out; pigmented HDPE is not broken out at all. Acceptance at the curb is step one of several, and the steps after it are where most material is lost.

Concentration: the cost of shipping water instead of detergent

You do not need a study to compare formats. You need a scale and a division problem. Here is the arithmetic:

  1. Find the net weight or net volume printed on the package.
  2. Find the number of loads the manufacturer says the package covers.
  3. Divide the first by the second. That is the shipped mass per load.

Shipped mass per load is the number that travels on the truck and, eventually, into the bin. It is comparable across formats because it does not care whether the product is a liquid, a powder or a pak.

Applied to Love Paks, the inputs are on the label: a pouch holds 39 paks, and the dose is one pak per standard load, two for a large or heavily soiled load. One pouch therefore covers 39 standard loads, and the shipped mass per standard load is the pouch's net weight divided by 39. Run the same division on the liquid jug in your laundry room and you have two numbers you can actually compare, using your own two packages rather than someone else's averages.

One caution before you turn that into a claim. The Federal Trade Commission's Green Guides, at 16 CFR 260.17, say it is deceptive to misrepresent that a package has been reduced in weight or volume, and that source reduction claims should be qualified as to the amount of the reduction and the basis for any comparison. The FTC's own worked example notes that a bare "10% less waste" could be read as a comparison either to the seller's previous product or to competitors, and the seller should have substantiation for both readings, or else clarify which comparison it means and substantiate that one. So the arithmetic is useful to you as a shopper; it becomes a public claim only when both packages are named and both weights are published. The same divide-by-loads discipline is what makes a cost-per-load comparison honest rather than rhetorical.

Refill pouches: what the format changes and what it gives up

A refill pouch is a thin flexible film package, usually with a bottom gusset so it can stand up. A pouch does not have to hold its own shape when full, so its wall thickness is set by different constraints than a jug's. Whether any specific pouch uses less material than any specific jug is a weighing question with a real answer, and that answer belongs to those two packages — not to the format in the abstract.

What the pouch gives up is the end of its own life. Two things make flexible packaging hard to recycle:

  • Format. Film is thin, light and flat, which is exactly what defeats machinery built to sort rigid objects by shape and weight.
  • Material construction. Many pouches are laminates — two or more different polymers, sometimes with a metallized layer, bonded together for barrier strength. A laminate cannot be separated back into single resins at a recycling facility. A pouch made from a single polyethylene film is a different case, and it is the case the store drop-off channel was built for.

The Green Guides address this shape problem directly. Under 16 CFR 260.12(d), "An item that is made from recyclable material, but, because of its shape, size, or some other attribute, is not accepted in recycling programs, should not be marketed as recyclable." That sentence was written for packages like pouches.

There is also a rule about the word "refill" itself. 16 CFR 260.14 says a marketer should not make an unqualified refillable claim unless it provides the means for the package to be refilled — either a collection and refill system, or a product a consumer can buy to refill the original package. So "refill pouch" is a question worth asking of any brand that uses the phrase: what is being refilled, and who provides the means?

Why flexible film is not accepted curbside

This is not a policy preference. It is a mechanical failure mode, and state regulators have documented it.

The New York State Department of Environmental Conservation's Plastic Bag Task Force Report describes plastic bags and film plastics as "a major 'contaminant'" at material recovery facilities, and states that film "easily become tangled or jammed in processing equipment at a MRF, creating costly operational issues." It goes further: these problems "have the potential to shut down a MRF for hours or even days as they clear the equipment of entangled plastic bags."

The report also puts numbers on it. Before California's statewide bag ban took effect, the report says it cost the City of San Jose $1 million each year to fix machinery jams caused by plastic bags. DEC staff surveyed recyclables handling and recovery facilities in New York State and found reported extra operating costs "between $300,000 to $1 million" a year attributable to single-use plastic bag contamination. One facility put its own cost above $300,000 a year, from screen cleaning, employee time spent fixing jams, and wear on parts. That facility also reported that fixing jams and cleaning machinery can take two employees at least one hour each shift.

The Plastic Film Recycling Directory, run by the Flexible Film Recycling Alliance, describes the same physics from the operator's side: at material recovery facilities "plastic wrapping can fly into the air and get stuck in the machinery, causing them to halt their lines."

So dropping a detergent pouch into your curbside bin is not a neutral act with a small upside. The pouch still does not get recycled, and it imposes a cost on the facility handling everything else you put in the bin. If a film package has no drop-off route available to you, the trash is the correct destination.

How to find a store drop-off point near you

Store drop-off is a separate collection channel for polyethylene film, and How2Recycle notes it applies in the US only. Four practical points:

  • Where the bin is. How2Recycle says the bin "will usually be located in the store's entryway" at participating retailers.
  • What qualifies. Store Drop-off covers flexible polyethylene-based plastics — high-density polyethylene (HDPE, #2) and low-density polyethylene (LDPE, #4) — including grocery bags, bread bags, stretch wrap, newspaper bags, plastic mailers with a compatible label, and cereal bags. How2Recycle cautions that being in one of these categories does not mean a given package qualifies — the label on the package is what decides. The Plastic Film Recycling Directory gives a field test: "Generally if plastic film can stretch and has an equilateral triangle with resin codes 2 or 4 on it, it can be recycled."
  • Clean and dry, no exceptions. How2Recycle: "If the item has had contact with food or another product that may leave behind residue, be sure that it is clean and dry before dropping it in the bin." Detergent residue counts as residue. Rinse and dry a pouch before it goes in, or leave it out.
  • Find a location. How2Recycle points shoppers to the Plastic Film Recycling Directory's map tool at plasticfilmrecycling.org, which is an initiative of the Plastics Industry Association. Verify the location is still collecting before you make the trip — the directory's own guidance is to wipe, gather and verify, and individual store bins come and go.

Reading a How2Recycle label without guessing

How2Recycle uses four recyclability designations, and the thresholds behind them are published:

A full label carries five parts: a geographic qualifier, special instructions, the recyclability designation, the packaging material, and the packaging item it refers to. That last part matters — a label can apply to the cap and not the bottle, or the carton and not the liner.

Why a chasing-arrows triangle proves nothing

The triangle with a number inside is the Resin Identification Code. It identifies a polymer. It is not a statement that anyone will collect that polymer from you.

The FTC treats prominent use of it as a claim anyway. In Green Guides Example 2 under 16 CFR 260.12, a plastic yogurt container displays the Resin Identification Code on the front label near the product name and logo, and the FTC's stated view is that "This conspicuous use of the RIC constitutes a recyclable claim." Unless recycling facilities are available to a substantial majority of consumers, the manufacturer should qualify it.

"Substantial majority" is defined. Under 260.12(b)(1), when recycling facilities are available to a substantial majority of consumers or communities where an item is sold, a marketer can make an unqualified recyclable claim, and "The term 'substantial majority,' as used in this context, means at least 60 percent." That is the same 60 percent threshold How2Recycle uses for its Widely Recyclable label. Below that line, 260.12(b)(2) asks for qualifications that get stronger as access falls — "This product [package] may not be recyclable in your area" for slightly under the threshold, and "This product [package] is recyclable only in the few communities that have appropriate recycling facilities" when access is rare.

California has turned the same principle into state law. CalRecycle administers SB 343, which prohibits use of the chasing arrows symbol or any other indicator of recyclability unless the product or packaging meets statewide recyclability criteria. CalRecycle published the SB 343 Material Characterization Study Final Findings on April 4, 2025, and the labeling restrictions apply to products and packaging manufactured after October 4, 2026.

One neighboring rule is worth knowing because it shows up on detergent packaging constantly. Under 16 CFR 260.8, an unqualified degradable or biodegradable claim for an item entering the solid waste stream is deceptive if the item does not completely decompose within one year after customary disposal — and the FTC notes that landfills, incinerators and recycling facilities "do not present conditions in which complete decomposition will occur within one year."

The Love Paks facts this page can verify

  • 39 paks per pouch. One pak per standard load; two for a large or heavily soiled load.

Until that information is published, handle the pouch the way you would handle any flexible film with no recycling label: keep it out of the curbside bin.
  • No quantified packaging comparison. Stating how much material one package uses against another requires two weighed packages and a named basis of comparison, per 16 CFR 260.17. Those weights are not published, so no number appears here.
  • No refill-system claim. Love Paks are sold in a refill pouch format. This page does not assert that Love Brands operates a container-return or refill program, and it does not identify a container that the pouch refills.
  • No health, medical or physiological claim. Love Brands publishes that it makes no health, medical or physiological claim, and nothing on this page contradicts that. What to do with a pouch you have finished

  1. Check the pouch for a How2Recycle label and read the designation, not the symbol.
  2. If there is a Store Drop-off label, empty it, wipe it clean, let it dry, and take it to a participating retailer's film bin.
  3. If there is no label, or the label says Not Yet Recyclable, put it in the trash rather than the curbside bin.
  4. Reduce the number of pouches in play by buying the count you will actually use, and by dosing to the label — one pak for a standard load, two for a large or heavily soiled load.
